Such a utterly stupid idea. The opposite would make much more sense. Young people should not work at all and concentrate on their young children, educate them, spend time with them, etc. so that they can grow up into valuable citizens. Old people on the other hand should work until they drop dead.
Counterpoint: all people should work to their best ability and happiness.

I mean, my mother enjoyed her days working as a kindergarden teacher. And it’s not always sun and peaches, but I quite enjoy my work as a programmer to overall.
I think this might be a you-problem. Maybe you’ll find a job that suits you one day.
Yeah teaching is such a wonderful rewarding profession! That’s why they all are happy and not striking, right?
Is that due to not liking teaching? Or because lawmakers and administration have made the job far more frustrating and difficult than it needs to be among other external factors?
If you are unhappy while working, you probably are either working the wrong job or need more free time, maybe both.

Coming to the article, his argument makes no sense. India’s youths don’t need to burn the midnight oil to catch up to developed countries. India has a lot of unemployed, underemployed(people having a degree higher than what they are working in; imagine having a MBA and doing a clerical job, that is common here) people.
On the contrary, I would argue there is oversupply of skilled labor in the country but not enough jobs (cough population cough). Logically, you can start instituting four week days and hire extra people. Sure, ultimately company need to pony up more but that is a logical way forward.
Oh, and there are a multitude of things that no amount of work from youths can change in India, which stop it from rising further as a country. But I will stop my rant. Suffice to say, I expected more from a man of his stature than such a statement.
India has a lot of educated people who speak English. They should be doing much better than they are. Corruption, the Caste System, and their time zone (opposite the US) are hurting them.
If you say this you give a shit about quality of life…
